I am currently a national IPMS member and am a member of my local IPMS club, Tristate scale modelers in Hagerstown, MD (region 2).
To maintain a charter, I believe you have to have five members belonging to the national organization. In addition, all officers of the chartered club must be members of the national organization.
For contests: The ONLY contest IPMS mandates membership to compete is in the national convention. Regional conventions and local contest do not require IPMS membership to compete (although it is highly recommended).
