The control surfaces are positionable, but you have to decide which way you want them as you build. The first picture is the hinges for the rudder cut so that it will be turning right.
Then more of the vertical stabilizer/rudder. 25 parts in this assembly. So far the fit isn't bad. I'm not sure why the instructions have me starting with the tailplane, but I did leave the control horns off until the plane is assembled.
Next is the horizontal stabilizer...
