I might be wrong, but i think it is possible to just print the image and select A3 as the printer size and A4 as the page size in the printer. I am assuming that you will be using a wide format printer. I think resizing from A4 to A3 will give you a 200% enlargement which will be what you are aiming for. And an A3 format will be in bounds of an 11 x 17 page.
