I generally cut outside the line [i.e. leave the black], but I think it actually varies.
One kit I own tells you to cut in the middle of the line... sort of odd considering the line gets pretty thick sometimes.
I don't think it's a stupid question at all, as I don't have an answer and wondered the same thing.
