Great news - I managed to contact the site owner, and got this email reply:
"Hello,
I don't see any problems with sharing my models on that forum. Also please send me your recoloured locomotives and I will upload them on my website on the next update. But please describe from what railroads are those colors or is it fictitious.
I'm working on few new models of freight cars and diesel railcars and I want to upload them before the end of the year.
