That's something I've often thought would be a good idea, but I don't have a suitable punch for the outside diameter of the wheel. I do use punches to cut out the smaller parts - I print out a page containing a lot of those parts specially so I can punch out a load of them and pick just the best ones. It's hard to get the punch in just the right position, but if I do enough, I end up with some that are good.
