Well, at the end of the day all the recent British Speed attempts have relied on limited sponsorship and public donations.
Given the cost (60mullion US, 2/3rds for the car, 1/3 for the actual attempt), that is a huge amount of money to raise privately. And sometimes it trickles in and this slows everything down.
I have already donated what i could afford and know many others who have as well.
Thrust and Thrust 2 were the same. Thrust nearly never ran as the fuel price went up and there was a last minute scramble to raise more money - all public funded. A burger chain also pitched in and feed everyone for two weeks.
Because these are really amateur efforts (no one gets money for helping or participating) and public funded, there will always be funding issues and delays.
