If you'd like to touch up the white specks, try a matching blue chalk pastel and lightly rub/paint it on using "dust" scraped off the pastels. Of course test on a piece of scrap.

I'll leave it as it is. Things may go wrong with this method.
It's old model so we shouldn't expect awesome detail like in new issued models.
Anyway, those specks can be treated as ''weathering effects''
