Allers Familie Journal Vol. 40 No. 3 from Jan 20, 1916 has what looks like a candle carousel on the back page.

You bend the blades and the heat from the candles burning causes the disk to spin. Perhaps the heat from an incandescent bulb would cause it to spin too. Looks like quite a balancing act to get the thing to work.
