Depends on what the designer intended how you should cut.

there are designs where you need to cut outside the black line, there are designs where you need to cut inside the blackline

my advice is, cut outside the black line, if the part is too wide after shaping, then cut the black line off(it is easier to trim than to add material)

Or if the design needs to be cut outside the black line, you can always paint the line away with coloring pencils or paint, but seeing it is your first model, i would learn from cutting outside the black line, then print another copy, and if it you want, cut inside the black line, and paint as I suggested
