Maybe I am over complicating things, I want to have sealed bearings for the propellers so they last longer in the outside environment. Spray paint the model to protect it when finished. Any ideas from anyone would be great.

Re-scaling isn't too hard. going from 1:55 to 1:20 you take the scale that you have and divide by the scale that you want:

55/20=2.75

so then you print at 275% to get the desired scale. Check the final print to verify. I have found that pdf files works better then some other file formats, but your mileage may vary.
