Camouflage is like opinions. Everyone has one and each thinks they are right.
I too wondered why the strange color combination of blue and brown.
In any case, you can hear a plane and see if from the ground in any condition so I think the only case for these coloration is from aerial attack.
Obviously the IAF did not find it effective enough and switched to the now familiar 3 tone upper ( brown, tan, pale green ) and light blue/grey on the bottom. The current color scheme only varied slightly from the post Six Days war version ( the FS numbers of the paints ).
