Actual size = 24ft = 24 x 12in = 288in
Model size = 9in
scale = model size / actual size = 9 / 288 = 1 / 32

Or, equivalently, and easier to calculate:
scaling factor = actual size / model size = 288 / 9 = 32,
and scale = 1 / scaling factor
