Cutting complex shapes in chipboard

I got an architectural model and many elements call for 1mm cardboard. I have some chipboard but it is pretty tough to cut. These pieces will require many small curved openings to be cut. I know it CAN be done with an xacto knife. But previous experience suggest it a chore. So is there a batter way? Is chipboard overkill?
