Looking at picture nr3 I thinking hull used here has been heavily modified with engine and/or transmission lower than in original tank.That's likely because there is a mechanism under and behind gun to anchor it to ground and absorb recoil.Over it and just under breach there should be hydraulic lift for loading gun.I also don't see any provisions or mechanisms for traversion of gun.

That gun must be bugger to move around but it's definitely cheaper option than good old SCUD missile system.Very labour intensive too-this is smaller variation on railway guns used since Boer Wars and those always need a lot of muscle.

I bet that plague says something along "this gun was purchased/dedicated in honor of some dignitary/communist holiday".
