How do you create this part??

Hey all, I've scratched my head and design tested enough. Before I give up, I turn once again to the vast community of knowledge. Below is pictured the LCT, a Laser Communication Terminal that is flying on many kinds of satellites including one I'm designing now.

As you can see, the whole assembly is four intersecting segmented cylinders in two pairs. The outer pair rotates on one axis and inner on another allowing a wide range of motion and tracking. The second picture shows the assembly as it would be in space, covered with insulation and returned to its "home" position with its sensitive glass stowed.

While I'd like to provide the uncovered option to allow the builder to position it open, I'm not against the easier option of a covered build if I can't get the scaling and assembly right. A complication is the scale. At 1:25 scale the cylinder's diameter is 8.5mm.

Do you have any suggestions?
