Is this something you've tried? I have a low cost 3D printer and have experimented with some stuff to enhance models. Not sure how ship railings would go but if you have some ideas and don't have your own printer, I'd be happy to help out with some testing or experiments. 3D printer filament is available in a wide range of colours and plastics (even some impregnated with wood fibers) which could eliminate the need for painting in some cases.
