Bulkheads being too large seems to be very common issue with paper models.I keep running into that problem with great many different designers.For me that's not the problem.
I would have a problem with bulkheads being too small.
That being said you are right.MM from day one has some strange way of sizing some parts and from what I hear that's still the case to some extend.
