Yes other programs can open .pdf and muck around with them but (imho) best conversions from .pdf are done with Ghostscript and it's gui Ghostview.

GSview Readme
and do exactly what it says for your system.
Once installed start by forgetting about anything else it can do and, having opened the .pdf file, go to File/Convert and choose format and resolution. |
