yes go get Gimp.

GIMP - Downloads

Its like the 2nd link down the page.

As with any new program, There will be an approximate 2 week learning curve. -you know what you want to do but you won't know which tool does it. You just have to slog your way through it. I remember when I switched from Microsoft Paint to PaintShop Pro. it was a real bother. I mean I could make Paint do things that most people had no idea paint was capable of. but with PaintShop Pro, I couldn't even figure out how to make a circle, but I persevered and my Paper modeling designs flourished as soon as I made the switch. Now I am looking at switching from PaintShop Pro to Gimp I just have to jump in and do it!

Gimp, is basically adobe photoshop, or PaintShop Pro
It is a raster based image manipulation program. - so it will be similar to what you are used to just many more features and capabilities.

However, If you really want to invest some time and effort you can also switch to vector graphics.
Basically vector graphics are the future of paper models. You still need your raster graphics programs to paint them, but model design going forward is going to be more and more vector graphics.
for two reasons, scalability and portability.
It will be easy to re-size models, and machines like laser cutters and 3d printers require vector graphics files. so it makes sense you should design models in the common format.

The best free vector graphic program is inkscape
Inkscape. Draw Freely.

learn gimp and then learn inkscape. -thats my 2cents

Another one I love is Paint.NET. You can download just about any kind of app for it on their site that people have created to compensate for what it lacks initially.
