They could do the ticket the same way as now. They id your vehicle to a car on the ground and he intercepts you and writes it. Nobody beats one so far. From what I was told many years ago was that it was an unofficial policy that a judge wouldn't invalidate one since that would cause the whole system to be open to challenge.
