I would suggest Woodland Scenics products.These are used by model railroaders for ground cover and shrubery.Besides you'll have enough left over to put some shrubs in the O-lounge.

After going back and watching TMP. I noticed the roof of the Arboretum is solid blue and not cloudy so i painted it a solid blue.
