any corel users that might have insight on this please. i am doing a repaint. i have figured how to get the fill color to lay under the details,lines etc. but some parts either wont allow a fill or the fill covers the top of the details. in the image shows a part were the fill goes over the top. some parts i cant get any fill at all.

The "layer" system in Corel confuses me...I don't use it.
I place everything as objects and then just move them forward or backward on the page.
[Arrange - Order - Front/Back, etc]

You can only "Fill" with colour or gradient, an enclosed vector object.
Your detail lines have to be an Object or layer on the page with no fill.
But spaces to be filled also need to be "closed" objects too.
Use the node editor to make sure the object is a closed perimeter and then it can be filled.

Another way that I use, is to create a bitmap layer, trimmed to the same shape as the area (or object) you want to fill.
Then position that bitmap under or behind the line object.
