Larry, this one is HO scale. Wish he had more than just two locos in HO, and maybe a couple of passenger cars as well.

They are most unusual models. It would be fun to do them up with HO running gear and be actually able to operate them.

May have to think about that a little. I have a couple of books of HO designs in wood and card from the rolling stock scratch building days that might have some ideas.

I've seen some model railroad sites where they've used card on purchased chassis (what the heck is the plural of chassis?)
Granted there is a lot of difference in quality of card models, just as there is in plastic, but some of these models are right up there in quality and appearance. Somehow I don't think a cardmodel would survive a swandive off your layout to the floor as well as a plastic model, but it would sure be cheaper to replace.
