Without pictures it's a bit difficult to help.

But, generally card model track come in two different types;

Band type. these consist of long strips of card. These are laminated together to form the tracks

or

Individual links. These need to built up separately and then joined together.

I do not have GPM's Panther but I do have the Jagpanther. In this kit GPM gives you both the strip type track links and the parts to make individual track links. However they do not have the instructions on how to make the individual track links.

The attached photo comes from a build article I did for an internet magazine several years ago on building the Halinski Panther showing the assembly sequence for the track links. The GPM links appear to be assembled in a similar manner.

What I would really suggest is that you consider purchasing the laser cut Panther track links from GPM. When you consider the time you will put into the model. using the laser cut links will make a much better model and save your sanity. You know the bleary eyed guys you see on skid row? they got that way by building the track links for paper models.

Link to GPM laser cut track links cost is around $12 US

This image is from a model that has both track types - links & band. The image on the right is the 'band' type which is the type in that Panther kit you have.
Basically a band is a sandwich that loops over the wheels. I leave a link or 2 overlapping top & bottom so they can be joined easily.
instead of a sandwich like
----------------------
----------------------

I do
------------------------++
++ ------------------------
so they link up. (++ is the space gap at track ends)
