I think it's a model of the Russo-Balt armoured car - these were built in St Petersburg after the 1917 revolution based on Russo-Balt chassis made in Riga (now Latvia). Russo-Balt was Russia's first car manufacturer, started making cars and trucks in Riga in 1909.
