I'm not sure I understand your question.

When I resize to 1:200, I usually check the specifications of the aircraft at wikipedia (unless I have another source) and always use the wingspan. The length is more problematic because I never know if little bits like pitot probes are taken into account or not or if it's length of the fuselage and not length of the whole aircraft...

When the plan has dimensions and clearly shows what they refer to, like in your YF-23 plan or the T-50 plan from Air Fan, it's awesome!

If you're trying to resize an existing model in pdf and know the original scale, it's pretty easy. You just need to calculate the reduction factor (this page is helpful). You'll just have to enter the reduction factor when printing from Adobe Reader or Foxit reader.

When I don't know the scale of feel it's the wrong scale, I import a plan into inkscape, draw some rectangles in the desired length/height and then resize the plan in accordance. See below.

Scales of models 1/33,1/144,1/18-dev-f8u-3-000.jpgScales of models 1/33,1/144,1/18-dev-t-50-1-000.jpg

If the model is vector, I'll make a copy of the wing and resize it over the plan as I did for Chaiwat's T-50-1. If it's bitmap, I'll trace a wing and use it as a template for the resizing.

The wikipedia page for the F-14 mentions the wingspan of the F-14D is 64 ft when spread and 38 ft when swept. The length and height seem to more or less agree with those on your plan :
- 62 ft 9 in vs 62 ft 8.5 in for the length
- 16 ft for the height

Looks like Wikipedia used the data from this page:
The US Navy -- Fact File: F-14 Tomcat fighter
