Hi John,
for photo etching you need a special kit. You have to draw your sample, then transfer it to a transparent foil, you use special coated plates, an exposer unit a developing bath and an etching tank with temperature control.

If you can do the drawings, but photo-etching metal sounds like too much, try Bruce at AvantCard for laser-cut paper. I don't know if he does one-offs, but he seems very flexible, and his products look great.
