This particular version that you show is a ballistic missile carrier. At the height of the cold war, the Soviets were looking for a way of improving the odds of surviving retaliatory nuclear strikes by "hiding" their missiles on a moving platform like this one. However, both sides were toying with trains, ships, subs etc......it was a MAD game!

Here is a site from many years ago that has a simple WISE (Wing-In-Surface-Effect) model.

WISE model

Most of the links don't work anymore, but you can save the parts of the model and build it. The site recommends you print at 200%.

I made one of the models many years ago and it turned out good and was fun to mess around with.

Take a look at youtube.
It has been the subject of a number of documentaries over the years.
