(unless the man who sells the models on ebay is now the holder of the copyright which I doubt). Now it was news to me that Wilhelmshaven went out of business because I still can visit their site and they seem to still sell their models., Does anyone can shed some light on Wilhelmshaven?
i don't think Wilhelmshaven completely out of business, because Isaac talk with their representative to allow me to publish freely without any profit my KFIR+MIRAGE 1:30 scaled that based on their 1:50 mirage.

another possibility is to find who the designer is. they look Zarkovian, as alot of the parts are similar to his design process.

Seems like they're happy to have people distribute free copies, is that what you gathered too Moshe?

Don't know. They don't see it as a competition to them or might be some political reason.

No, it doesn't. Not at all.

That the publisher made the original works freely available doesn't address either (a) whether these works can be distributed by other people, or (b) whether these works can be modified and redistributed.

The question remains whether these are considered abandoned or forfeited works (which would put them in the public domain). I have no idea. If these works are abandoned (expressly disclaimed) or forfeited (implicitly disclaimed), and hence in the public domain, then they would be freely redistributable and modifiable.

I have some ideas on how U.S. copyright law would apply, but I know nothing at all about Israeli law, and only a small amount about the international conventions that might be involved. Assuming that no one from IAFM can be found, an IP attorney familiar with Israeli law and international conventions might be able to render an opinion.

Not necessarily. That link provided is the old IAFM website where they distributed certain models. The copyright question you had was on repainting and distributing....be it free or otherwise. Just because these models are available online DOES NOT mean you can give them away freely. You still must obtain permission from the copyright holder to distribute.

As I see, Moshe has provided the best info on how to go about contacting someone to obtain information on where to start.
