In the posted article it states that five Shuttles were started, maybe not all completed.
"The second chance for Buran" It also goes on to say that according to one source the Museum displayed Shuttle (version 1.2) was actually flight ready to make a trip to Mir (by automatic pilot apparently). Another source cliams that the Museum Shuttle is actually just a mockup.

It would be better to just move forward with a new design. This design like it's american cousin is out of date.

A tragic waste of Space craft. The money {that they have very little of} just flows down the drain. She should have been looked after, i mean even if left covered in a large barn would have been better than this outcome. Seems like they are penny WISE - pound FOOLISH. Looking at the mess, i think that's how their economy stands... secrets cost money and moreso LIVES ! bad on them !

I believe that there's actually 2 partially-complete shuttles in existence--The one the article is about, and another that's somewhere in Kazakhstan. Another was started, but dismantled after the program was canceled. As for the 5th one, I forget what happened to it. There were a number of full-size mockups/trainers/flight testers built though.
