PayPal is accepted more often than US based credit cards by Japanese on line stores, so it allows access to what otherwise would be un-obtainable products.
Set up a credit card with a low limit, don't let the issuer raise the limit if you pay on time and they decide you are worthy of a higher credit limit, and use it for purchases from questionable vendors and link the card to PayPal.

Even if CC or PP account with spending ceiling is breached the amount that can be stolen is limited and there will be less hassle getting small refund than large one from account issuer.

Back when I was building pl@st!c models and ordered resin kits from Poland , the transaction was often blocked by card issuer, until I confirmed that it was a legitimate purchase.
