Wow...this is an OLLLLLLD thread!
Got an interesting inquiry today from a customer building one of my PT Boat models. Made me laugh... because my response was "how the heck do I know?!" Obviously its been a very long time since I designed and published the PT Boat models, so I can't remember everything that went on in my mind at that time. I do have a habit of adding small details and accessories after Parts and Assembly Instructions are finished and so, I don't always add part numbers, or additional assembly details. In this case, there are some small parts in question, on Page 24 of the kit, just in front of the Boat Deck part. I can't remember what these are...but I think it looks like a Rope Tie Buckle thing that goes on the Deck. And as such, its a small deck accessory that is optional...and probably something I added late in the design. I have created a simple diagram(below) that should explain what to do with these parts. Unless...you think its something else?...and I am wrong?...in that case, please correct me!

Those are called cleats, but deck rope tie thingy is very descriptive and probably more useful.

That's a very goos way to do them. Vertical laminating of the civilian and larger ship cleats is another method when they look like this:
