A Template I Would Like

Does anyone know the creator of this https://i.pinimg.com/originals/0e/00...1a34d5ef6e.jpg
and can get me the template of it, I believe it was created for a fire department, but they didn't want this truck design and didn't use it. If anyone can re create the template or contact the designer please message me.

Jesse is a pretty good guy, but if this was a commission project, it's up to the ones who commissioned it on how it is distributed

He made a pickup truck version and the NPS has it on there website for free download I think he designed the one I want for them but they figured it was too hard for children so they chose the pickup truck
