Paint.net is free and I'm told it is easy to use.
The next free program in the same style would be Inkscape. Wiser heads than mine will be able to advise you as to the merits of each program. I'd also such you look through the "Tips and Hints" section of our forum here, and the Software Section. Quite a few members here use those programs, and they will know more than I do about them. Gimp is basically a free Photoshop that would suit most purposes, recommended+1 (although I don't personally use it)
