Adobe made the code for pdf freely available, releasing it from copyright, in order to make the format universally accepted. In the same way Ghostscript/Ghostview is open source and, whether acknowledged or not, is the underlying script for most (? all) printer emulators.
Microsoft don't have to pay.

Any file you can print can be output as pdf.

Oh, and it's best not to use gif for final output.
Unlike other formats it does not retain knowledge of the resolution (dpi) at which it was generated.
Different applications will open a gif at varying resolutions, the default value for the application.
Even when you include a written note in the file some people may have difficulty in making sure the model parts on different sheets will match up.
Using pdf avoids this since the designer must specify the resolution when generating the pdf which then retains the information.

Yep, pdf creator 1.7.3 alias virtual printer, works for every program, which can send data to printer. Send them to virtual pritnter and output is pdf. If you choose high quality file, than it is something realy nice to look at. (but the file is, of course very big)
