I printed ink jet on glossy photo paper and found that handling it right after it comes off the printer smudges it. Handle by the edges and let it dry overnight and it won't smudge to the touch. Hit it with a light coat of Krylon clear in whatever sheen you want and that will seal it. Also make sure your printer is set for photo paper and not plain paper. There is a thickness issue there that might also cause some smudging. The Krylon also works on non-coated cardstock and paper. With no coating on the paper, mist on several light coats allowing it to dry between coats otherwise the un-coated paper will suck up the varnish like a sponge and then the wet paper or card distorts as it dries.
