That is the Illinois although the scale looks bigger than a mile high given the Burj Khalifa is 1/2 a mile high and the model looks less than 1/2 the height of the Illinois. These should be 1:1700 scale..

That Russia Tower looks like my design. I wonder where he got the plans from?
