Most pointless model yet

Came across this picture of a strange Russian paper model, and I can't for the life of me think of a reason why anyone should make a model of a corner of a building site! Spot the tiny vodka bottle in there?

Most pointless model yet-48600550.jpg

Perhaps someone can read the label and translate it, and that might solve the mystery.

Not very prominent product placement. Anyway, would this account for the grim look of Russian housing units?

Google translate comes up with "Happy holidays, guys", which may or may not be any help.
