It's probably a function of your browser. I don't see the image with mine, but the Download button that used to be to the right is no longer there. I'll have to see if Firefox will get me there.

Yes, using Firefox, I was able to see and download it.

Yeah, it was the browser. I am using Firefox 15, and the PDF was imbedded on the left side of the screen inside of its own box with scroll bar.
