It reminds me very much of the late but great Cutawl which was a mainstay of the display and stencil industry for most of the twentieth century. The off set does not take long to master. The ball bearings are much better in operation than the friction bearing of a basic swivel knife. As is the vertical orientation of the whole mechanism. Of course this knife doesn't have the belt drive of the Cutawl!

That said, the new fangled swivel knives available in scrap booking isles of craft stores work very well. And cost less.

I have a Cutawl at my shop, have cut many stencils with it. My father bought it used in 1935. I use cut up motorcycle inner-tubes for the drive belt.
