I don't understand what a 3D printer does, but I recall I have a software program which develops a 2D pix of an object into a 3D object which presumably could then be used to create a scale model, is that the same sort of thing you are referring to?

3D printing take a digital 3d model ~ movies, video games characters, vehicles, building for example, and print then out like you would print a paper kit. The 3D printer will print object one layer at a time, like laying a sheet of paper on top of the other till the model is form 3 dimensionally. Then you got a solid or hollow model that you can hold in you hands. You can paint it, sand it and glue it. They can print you digital model in resin or plastic, clear or in colors.
limitation is only how deep your wallet. Google 3D printer /parting videos for more detail.
