Here is another tool - Thinnerline circle cutter. It's an interesting idea. Probably won't work on thick stock but should be fine with "regular' paper. A quick exclaimer; I am not familiar with Shadow Hobbies and had no dealings with them.

Just watched the video. The cutter looks like a real precision instrument. BUT!!! 50.00 and replacement blades are 3.00 each WHEW!!!!!!

From 0.5mm to 50mm. This would be nice. I wonder how long a blade would last cutting 67lb card stock?
