Cool Hole punch

I stopped by the Hope hotel today to check out the room layout for our upcoming paper convention next Saturday ( May 12th ). As a bonus, there was the AMPS model contest starting up ( all armor modeling ). So I looked at the vendor tables and stopped at this one really helpful guy that had lots of tools. I asked about a small hole punch for making small holes in paper. After a few minutes of trying out different things he came up with this punch. I tried it at home and it worked great. See the pics here including his contact information in the USA ( UMM-USA ). It costs $20 USD. He even thru a pair of nice tweezers.

I waited for this for 30 years now.......

That's a great tool. I've been using a leather punch with a revolving wheel of different sizes. It's good, but sometimes I need smaller holes than it's capable of. This one looks like it would fit the bill perfectly.

Question...
Does this produce a punched out chad or just simply pierce a hole in the paper?
