I knew those were looking familiar. Down by the docks in Morro Bay. from August of 2011. Have it identified as Echium canidicans 'Pride of Madeira'.

Umm, maybe that's why I don't see anyone around when I go down there later at night. I though it was because of the Kraken that occasionally comes into the bay on high tide.
