In a world where
  • every day countless evildoers look for new ways to invade your machine
  • software is so complex, bugs lurk inside because it's so difficult testing all ways it can fail
unfortunately it's hard to say your software "works", at least 100% of the time, and for the foreseeable future. Especially for Internet-facing software, rejecting upgrades for long periods is risky.

I do agree that for many mission-critical tasks it's worthwhile keeping a stable software version, because the risk of untested new features is greater than that of exploits or hidden old bugs. E.g. in a previous job I was forced to use Windows 7. I waited until a pause between projects before allowing the upgrade to Win 10, and only because I feared that if I delayed more, it would upgrade itself on its own, at a time I couldn't control. Sure enough, I got little benefit from 10, and daily freezes which never occurred with 7.
