Buddy can you spare a time

Hi everyone,

I received this kit this morning. Can anyone tell me which kit is it? Shouldn't be difficult from the title of the post and the attached image And what are the parts shown in the image? These parts are to be glued on a card, and if you want the kit to look nice, their edges to be painted, or to be glued on a dark sheet. Just to save you the time counting the parts on this sheet, the image name contains the number of the parts

After posting the image, I noticed that the system assigned it a new name. So, to make it easier on you I named this image - M2696.

Yes, that's the one. And it makes about 370 parts per wheel
Any idea of how to make a special cutter for these shapes, in order to preserve the hands? After cutting so many small parts, one might get scissors hands
