It is either capstan or windlass, I'm not sure of precise and exact definition and use of each word -- with Dad having been 30 years in Navy this is embarrassing!

What is a Capstan on a Ship?

A capstan is a type of device used on ships to wound the cables and ropes during anchoring. Capstans are to old wooden ships what windlasses are to modern ships. Read this article to find out the difference between a capstan and a windlass.

It be a capstan for the anchors and the much smaller windlass was used for adjusting the rigging.

Just Google image search the two words and the difference will become obvious.

True, but tabletop gaming space is expensive! Had to squeeze it all in

Capstans have a vertical shaft that is rotated by sailors pushing on long bars (horizontal motion). Think calling the Kraken in POC movies. Windlasses have a horizontal shaft that is turned by inserting bars into the shaft, pulling down, and then removing the bars and reinserting them "higher" up on the shaft.
Both have advantages and disadvantages and can be used for a great variety of "heavy pulling" such as anchors, rigging, cargo handling, etc...
