There is something on the drawing board.

At least 3 models of sounding rockets and space rockets from the biggest European rocket builder : PLD Space, from Spain.
Considering the size of the company, their plans and size of their rockets, I'm amazed no one has mentioned this company, before.

I'm sure there are many space rocket building companies we haven't heard of.We only hear of successes or failures of ventures like that.Hard work and research is often boring or classified like X-37.
