I myself scrapped a fully built, 1:32 U-Boat hull. However, just as you plan to restart at 1:400, I restarted at 1:48 and am much happier and have gone farther with it.

Looks like you have the structure done and looking good. Is this the program that you use to make the paper framework? I would be interested in learning more about how you did this, if you want to share.

Peripherally on topic, does anyone know of an Adams Class model out there? Our oldest boy served on the DDG 13, USS Hoel, and I would like to build one for him some time.

I use Rhinoceros, tough designing the framework can be done in every CAD or vector-graphic application like Corel or Inkscape. Just google for Rhino tutorials, theres a lot of of it.

AFAIK, there's 1/250 scale paper model of "Lutjens" German Navy destroyer Ch. F. Adams class

Very, very pity you stopped this project, was looking forward to building an "Arleigh Burke" DDG, what now ?? Hope someone start the project again !!
